Small Works Projects

Newport Hospital and Health Services (Pend Oreille County Public Hospital District # 1) maintains our Small Public Works Roster and Consultant Roster via the MRSC Rosters shared online database. In order to be eligible to work on Newport Hospital and Health Services projects, contractors are required to use the MRSC Small Works roster process. Conditions Required of Public Works Contractors

In order to perform public works projects for Newport Hospital & Health Services, a contractor must comply with the below requirements:

Regarding Wages

  • Agree to pay local prevailing wages. Exception is made if sole proprietor is performing the work, or partner with minimum 30% ownership is performing the work.  Any employee performing the work who does not own 30% of more of the company must be paid prevailing wage.
  • Submit a WA State L&I “statement of intent to pay prevailing wages” with the bid submission, even if the work is to be done by a sole proprietor or minimum 30% owner.
  • Provide a WA State L&I “affidavit of wages paid” during final project acceptance, even if the work is to be done by a sole proprietor or minimum 30% owner.

Permits and Safety

  • Contractor must obtain all necessary permits for removal and disposal of debris, including hazardous materials if any exist.
  • Contractor must take precautions to safeguard against injury of onlookers and pedestrians.

Provide Guarantee of Completion

  • For all projects exceeding $35,000 in quoted price, the contractor must provide a performance bond in the amount equal to 100% of the contract price.  The contractor must also accept a 5% retainage until final project acceptance and receipt of all required releases from the appropriate public agencies.
  • For projects under $35,000 in quoted price, the contractor has the option of providing a performance bond as for higher cost projects, or may choose to accept a 50% retainage amount until final project acceptance and receipt of all required releases from the appropriate public agencies.

Be Adequately Insured

  • General liability insurance in the amount of $1,000,000 per occurrence or $2,000,000 aggregate.
  • Contractors providing professional service must additionally provide proof of Professional Liability Insurance in the amount of $1,000,000 per claim.
  • Demonstrate proof of Workers Compensation coverage.
